help identifying pests on tangerine and lime tree

recently found these on 2 of my trees, tried garlic oil, vinegar, and even commercial pesticides, nothing seems to work.

It looks like the asian citrus psyllid to me.  They dont exist up north here so I have only seen pictures.  Search online for info about citrus greening / HLB virus
