Help needed

Hi everyone I'm new to growing citrus, I have a lemon tree and have noticed that on the new leaf growth there are little webs and tiny caterpillars, I have removed all the affected leaves I can see but if anyone can tell me what it is and how to treat i would be very grateful thank you.

Welcome to the forum. I am unable to identify your pest as the photo is not clear enough for me to see it. Can you post a close up of the pest and the damage? That way I can be assured of giving you the right information.

Placing the insect on a black background might provide better contrast. A macro setting should be helpful, if possible.

Where in the world do you live? Is that Queenborough, Kent, UK?
Could be the larva of the Light Brown Apple Moth which is a problem with my greenhouse citrus collection in England. Also present in parts of USA.

We had that problem before too. I removed all the caterpillars on the plant and killed them (harsh) but then the plant was able to live. In that way they wont reproduce
