Those look like old leaves to me.  If you are seeing steady new growth I would not worry at all

Brian called it.  It is just an old leaf. Nothing to worry about.

Roots are less active, getting less water and with the sun out there , it starts to shed the older leaves. In a more humid enviorment it would happen less. But they die anyway at some point. I noticed this happening with new leaves from the current year.

Citrus leaves have a life span of 18 months to 2 years.  When old leaves can no longer fulfill what is required of them they are quickly discarded. There is no welfare program for old leaves.  The reason that they lose their green coloration, and turn yellow, is because the tree withdraws all the nutrients from the leaf before they are discarded and uses the nutrients in other parts of the tree where they are needed.  Nothing is wasted.
