HLB protection tent - Miami

I live in Miami and would like to plant a dwarf citrus lime tree. Would putting it under a tent like this be a viable option to protect against HLB? If so does this require hand pollination?

Most all citrus varieties are self pollinating and do not require cross pollination.

Are there any premade screen tents I could buy or would I have to construct it myself? Are there diseases in the soil as well that make container planting better or is planting in the ground preferable?

Seems like the bugs will find a way.
