Looks like a Datura plant...Datura stramonium.
It's also known as Jimson weed, Thorn apple, or devil's snare etc.
It's in the night shade family.

Jimson weed is highly toxic.  It will mess you up bad if you ingest that.

Yes, it can be used medicinally, but highly Poisonous Plants.

Thanks, I was going to taste it.  Now, I'll use it to bait the rats.  It's a self volunteer plant. I didn't even water it.  It grew so fast too.

Datura. Even goats avoid it (and goats eat everything sligthly edible)

Has killed people trying to use their "medicinal" properties before, so pull up or leave it alone for its nice flowers, but don' t mess with it.

This plant grows wild on the hillside here with no water for months.

While I lived in the Caribbean some guys I knew smoked it. They were found crawling in the bushes barking like dogs, but survived. Well, maybe there was some brain damage... :P
Actually I used it as an ornamental, but just let the kids know how poisonous it was it makes attractive night blooming flowers like other datura and was root hardy in zone 6 for a few years.

Jimson weed is a very common roadside weed in southern California. It grows on disturbed land.

Some more interesting facts are that the tree is in the soalanaceae family with tobacco, tomato, potato, and eggplant(aubergine).

If you like the flowers you can also grow the trumpet tree, which has similar flowers that hang down vertically, and instead of purple and white, you can find a number of color variations and smells. It's commonly known as tree datura.
