Here you can see some of the mangosteens putting on new growth:

The new leaves begin red in color.

Here you can see a little mangosteen planted right next to Seashore mangosteen:

I plan to approach graft them once they become a little bit bigger.
My seedlings are starting to put off new growth too

If the Mangosteens are imported from Thailand then the seeds are dead since they irradiate the fruit to kill any pests that might spread, I got some seeds from Puerto Rico that are starting to germinate

Is lemond zest= po pyu kalay or was that the synonym for lemon meringue?  I forget. If lemon zest is po pyu kalay, then oscar has some i believe.

grow both if you can. mangosteen needs a little shade and protection, so maybe you can plant one somewhere in between and underneath some stuff. Always room for one more garcinia.
Do you grow your Mangosteen outdoors or in a greenhouse?
I'm currently growing mine in a greenhouse and it seems to to like since its pushing out new leaves

Do you have a picture of the actual branches that are dying back. A picture of the entire branch as well as the transition from brown to green cambium will help. Are the leaves still attached to the dying branches?
I agree with merce3 that the green stretchy tape is a bit tight.

Your tree doesn't look too bad. The dropping of the fruit is normal, especially when the panicles are holding too much fruit. Sometimes smaller branches that are shaded out will naturally die back.

It's never done this before it just started this year, my other mango tree is fine just this one is acting strange this year
