Does anyone know the rules for shipping small quantities (<100) of seeds (not on weeds/invassives list) from US to Puerto Rico?  Is a phyto certificate necessary?

The Bacon avocados I have had were very large, thin & smooth skin, with a very nice appearance and texture... but no flavor.  With so many great avocados (i.e. Haas) available in SoCal, it's a mystery to me how this one ends up in markets here.

For what it's worth, ecrater.com seems to be a poor place to set up shop... lots of negative feedback from buyers that have been burned.
