Mangos dormant?

 I have 2 mangos from Zill farms one a coconut cream and the other a lemon zest. The coconut cream had 50% frost damage and nothing on the LZ. The CC had leaf buds and sprots all over it a few weeks ago and now has several new leaves. The LZ still shows no signs of any buds or new growth and looks very healthy. It is also full sun where the CC gets partial shade this time of year. I have fed them both compost tea, organic fertilizer ( holly-tone), folk at feeding, and plenty of worm castings since the start of February. They both are young mature trees, about 1.5" to 2" trunk diameter. When will the LZ wake up?? Hoping for a big bloom this spring it's been in the low 80's here for most of the month.
