Do kumquats bloom throughout the year? If not is there any else?

For me in central Alabama... Mine flowered in the spring and ripened fruit in the fall.

I have Meiwa and Nagamie that bloom and have fruit on them, at the same time all year, even in the dead of winter
 I am in zone 9.
