Title: Tango mandarin flowering again

My tango has a flush of flowering at this time of the year.  The amount of bloom is almost as much as in the spring?  Has anyone seen this before?  For background information, this tango had a big flushed of blooms in the spring but set very few fruits.

I found a Citrange fruiting on a farm fence, looks like a rootstock takeover. Got a few fruit last year.
Just picked 10 ripe fruit a few days ago. That is the normal season.
The tree also has a good crop of half size green fruit on it, maybe 50+ ?
It is winter here, so they should hold till late spring, by the looks.
Pretty sure that is from two seperate flowerings.
