Wheres it supposed to grow from if you cut the buds off?

New growth will emerge from a node below the buds. Same as it does when the fruit matures and is harvested or falls off the tree. That whole cluster of stems above the tape would die after fruiting, and new growth would emerge from below where it was.

I would just clip the whole cluster.

Yeah. My heart hates to do it, but it will probably double my chance of success here.

I also pruned off the top of the rootstock tree, just below the developing new growth (at the arrow), in the hope of forcing more energy into the scion.

Is that the scion? looks like there are some good dormant buds there, but as with most plants, you'll have better results by "prepping" the scion before harvesting by removing the leaves down to the petiole and allowing the buds to swell, but you may still have success with that, just remove the blooms.

Yes, and thanks. I went ahead and did the graft (next time I will definitely prep the scion ahead of time). So I should cut off these buds right now? Just amputate the entire cluster, or ...?

With a cleft graft?
Give it a shot.

Side veneer. The rootstock is a good bit larger diameter than the scion. But yeah, give it a shot sounds good to me!
