Here in Florida the water table is pretty high. I wanted to plant my potted June plum in a protected area. Hit water about 3 feet down. Would it be ok?

Spondias dulcis wildly grown in south florida, I don't think you should have a problem with it.
You can mound it up if you are worried about flooding
