Were I you, I would ask for a refund. What you received was not what you ordered.
That said, it does looks like there is enough of the graft left that the plant should recover. If it does and you feel guilty having your money and the plant make sure you do enough business with them to recover the loss

Or call them to let them know the situation and send them payment.
Alternatively, if this is a business you know well, you may let them know what happened and that you will seek a refund (and get a commitment of sorts from them) if the plant does not recover.
So, yes you should request a refund and yes the plant should recover.
