Usually HLB yellow blotches will be asymmetrical with right side of leaf looking different than left. Yours look pretty symmetrical to me. HLB will make lopsided fruit with yellow discoloration too. You want to keep your nutrition up in an HLB region. Lack of nutrition with yellowing of leaves will make tree more susceptible to HLB.

I don't think it is HLB
