leaves cupping / curling

What are the possible cause for leaves cupping like a taco?  Updated with the correct picture.

As far as cupping, your tree looks normal.  However, your tree looks greatly underfed.  How often do you fertilize the  tree?  Also what is all the white stuff on the fruit and leaves. -It could be mealy bug.

what kind of tree is this?  It doesn't look like any citrus I've seen.

Also, yes... it looks like you have a severe scale infestation

That there is an avocado tree. Not a citrus tree. It doesn't look like a bug infestation. That looks like a kaolin clay spray that is used by commercial farmers. Or the OP sprayed an insecticidal soap.

Most avocado trees are sold with that on when they come from a nursery in California. Surround WP is the name of a commercial product that is used.  It helps from sunburn and is an insect repellent.

When I have seen this type of cupping it seemed to be caused by the tree becoming too dry at some point and beginning to shrivel.   Even after proper watering the curled leaves never returned to normal, but new leaves grew fine.

It's an multi-grafted tree.  I think this part is the ponkan.
