Not sure about San Diego but I came across a lady in Orange County that was selling a ton of tropical plants.  Pandan plants were one of them. Last I visited her, she still had maybe 2 dozen plants ranging from little guys to big ones.

I bought a couple small ones from Florida through etsy a few years ago, they were infested with spider mites and almost got to my other plants.  I was able to salvage one, it's been growing very slow in quarantine indoors.  Hopefully time to transplant to a bigger pot soon!

Ong Nursery has some nice Pandan, they are selling at a good price.

There are some growing in the botanical garden, but they havent fruited
