FYI, veggieman01, I have tried to root (outside in pots) most of the mulberries cuttings I have and the white pakistan seems to be one of the most difficult to root.
So far I have 0 % success to grow out and have good roots. Good results for the Black Pakistan, Red Himalayan, Shangri La, Thai Dwarf, Tice, and all seedling tree cuttings.
Its much easier to root some strong mulberry tree cutting, then in 1 yr graft the variety you want onto the rootstock you made.
