Starfruit has spider mites

Hello all. My starfruit seedling is a few years old and it has grown really well except for now. It got spider mites during early spring and usually they clear up when I move them outside but it has not done well, even after using insecticidal soap. I have been spraying the leaves down often and making sure it is fertilized. Do you think a neem oil drench would help?

Neem oil will help but plain old horticultural oil such as that sold by Bonide is probably less likely to damage the plant.
