Try Tropica Mango Rare and Exotic Tropical Fruit Tree Nursery in Apache Junction for a grafted tree. You'll get fruit faster with a well-established grafted tree. They have a ton of varieties and you won't have to worry about shipping.

I don't believe Ice Cream is a polyembryonic variety, if you want to grow it, a grafted tree is a necessity.
Might as well plant any seeds you come across now and pick a vigorous one since ice cream is a dwarf variety. Graft in a year or two, I think Phoenix will get at least 3-4 vegetative flushes a year, so I don't think you will be waiting long.
