cranky citrus in Bay Area CA

Hi everyone. My father in Berkeley CA has a lime tree in ground and a Meyer lemon in a pot. (I don't know what the potting mix is - some generic potting soil). The lime has done great for years while the Meyer has always looked sickly, yellowing leaves, not much growth, and now for the first time the lime is taking on the same aspect. He's given them fish emulsion fertilizer but has not noticed any effect. He sent me these two photos in case someone here might be able to identify what these guys are lacking.
Any help much appreciated.

Not enough fertilizer
