What’s this pest on my guava tree leaves?

They’re congregating near the growth of the young leaves, are these aphids?

Looks like scale. Do they move or are they connected to the stem/leaves?

The more I read and look at photos I’m pretty sure it’s aphids. Apparently they like to cluster near young leaves. I’ll pick up some neem oil concentrate tomorrow.

They look like aphids. When I use organic horticultural soap, it takes them out in one spray. Neem and castile soap would work well too.
