What is causing yellow leaves?

This is a pic of Femminello syracusa lemon. The second pic is same tree, new growth. Is this root rot? Nutrient deficiency?

From the picture of the leaves, it shows a nitrogen deficiency. The symptoms of a nitrogen deficiency in citrus are: Totally yellow leaves with no variation of color, or yellow/orange veins with some green out on the sides.

Less severe: Shows up on older  leaves with newer leaves still retaining some green.

As far as root rot, you can determine that by pulling the tree from the container and examining the roots.

I checked the roots and found no root rot, so it must be a nitrogen deficiency even though I feed with Jack's 25:5:15.
Any suggestions for treating the nitrogen deficiency?

There is two methods,  one is through the root system, and the second and the fastest correction method is by a foliar spray of low biuret urea..
