I am a fruit hunter from China, and I really interested in cloudberries. Does anyone offer fresh seeds? I will offer a nice price, please DM me if you'd like to sell.

You would probably have the most luck with seeds from Russia.

Look up "семена морошки" and you will see it.

I have tried to germinate these 3 times over the years and never had luck.

I only know one person who has been successful in germinating this one.

IDseeds has them in stock. Generally reliable germination rates, most seeds sold are real (but potentially very old), and I believe they ship to most countries.
