Can anyone help me ID this pest or disease?  I've had it on a few different trees (the one pictured is a Jamun) and natural methods I've tried, neem, dish soap, defoliating, etc. haven't had much of an effect.  It only shows up on the undersides of leaves.  Anyone know what it is and how to get rid of it?

Some kind of cushion scale.  I have some on my Jamun as well.
