ROGUE VENDORS WITH HIGH PROFILE COMPANIES

Dear Members,

I never thought that there are rogue vendors with high profile company names stating that their main office or the company based in some European Country.

I was cheated by one such company.

It is "Best Seeds Online". The web site says that their business center is in

One Business Center
Blankenstein 132
7943 PE Meppel
The Netherlands

I bought a few Blood Orange seeds as the Company address was in Netherland. I do not say that there are no such persons in the Netherland but really the swindlers in Best Seeds Online may have thought that putting a EU address could attract buyers. I was actually trapped by these Chinese rouges. I paid the money and I did not receive any confirmation of the receipt of money or whether my seeds are posted. I sent an email to company. I did not receive any reply. So I reported to the paypal.
soon I got a reply as below;

The tracking number(s) for your order: UA000215038LK

The First link shows that the parcel has come to my country towards July the third week of July 2021. Just see the Tracking Number. Any country allocate a tracking number to identify the country of origin with the last two letters. This given tracking No. is for Sri Lanka where I am. Global. cainiao is Alibaba official courier service. The Item has posted (not really posted but manipulated to mislead the customer as the things are in the post). Even Paypal does not take actions on such swindlers. Both parties waiting for the last date so that the customer would forget to take actions on the given time.

Is there any other reliable counter to make payment (like paypal)
