When is the best time frame of the year to graft plinias and myrciarias? I'm guessing now but not totally sure.

Many people in FL will do it in fall and spring.
Best when the temps are not too hot or cold.
I've done grafting all season, but the ones in winter and fall here end up pushing come spring cause of my climate.

I graft Jabo from late Feb into August, the latter being risky. You need the plant to be going off vegetatively and that's more of a spring to summer thing for me. They always get ugly by the end of summer for some reason for me.

The best success is March, April, May, June for my 9b climate.

I agree with Kevin, spring to Summer seems best for me in Arroyo Grande,Ca. Have done later in Autumn but scions don't push much if though they stay alive and conected to mother plant.
