What's Wrong With My Lychee Tree?

My lychee tree has been in the ground for 2 years now. It's looked like this since shortly after I put it in the ground. I get new vegetative growth every year, but it's never flowered.

It’s getting too much sun for such a small plant. It is getting direct sun and reflected sun from the white fences surrounding it.

Yes, I agree. I had many lychee plants die from similar situation of being directly in sun when they are still too small. Now I'm a little wiser (not much) so I try to keep my smaller potted plants in shade, the only plants I purchased about 3ft tall that survived was the ones in partial sun under my other larger trees. I'm 2 for 7 on purchased lychee plants that are air-layered. Probably because I don't baby it enough when they are small.

It also looks to be sitting down into a cement "cauldron " or whatever that is.  As stated, probably getting baked and added reaction from the cement. Water snd fertilizer may also be a contributing factor...

I have 5 small lychees in full sun.
4 in pots 1 in ground.
All doing well.

You guys are scaring me with horror stories.
Do you water enough?

no I don't, too many other trees and grafting to do. I already have my big lychee tree so not really taking best of care for these small guys. But I have a small seedless one that I baby and hope to get a few more fruits again.
