This is growing on a seed grown Flying Dragon that has never bloomed.  It is in a pot and about 4-5 years old.

The photo does not have much definition but the plants sometimes produce atypical flowers, as if they are not able to develop well.  It happened to me with the flying dragon flowers that came out late, in Autumn.  so look to see if they are stamens and if they release some pollen.

Yes, they look to be stamens with pollen. There's a little ovary inside, like a flower without petals..
