About Shipping Carrier and risks
Option #1
7-10 days to arrive in USA, I only guaranteen the package can be shipped out of China, not responsible for any other things, if the package is confiscated by China customs, I will resend or you will get the refund（excluding shipping costs）.
Option #2
12-20 days to arrive in USA, I guaranteen if the package is confiscated by China or USA customs, I will resend or you will get the refund（excluding shipping costs）, but not for Hawaii and Costa Rica and not responsible for any other things.
There are still risks for shipping oversea, please think about it before ordering.
Bareroot plants or plants with soil?
For Jabos, it is better to ship the plants with soil.
For Yangmei, Lychee, Longan and Wampee, if we can get them in the shortest possible time, bareroot plants are no problem in my experience. I shipped 16 bareroot plants of Lychee to CA in 2021, it took my friend about one week to receive them, most of them are still growing now.
About shipping cost
It does not only base on the weight, but also the volume, so i cant give you an exact shipping cost, it can be a little more or less than what i told you. Anyway, any excess payment will be refunded and any deficiency repaid. Hope you understand.

i never really bothered to look into bringing plans in from overseas b/c in general the risk of getting destroyed if there are any pests. However, for us in Hawaii, the trouble is even if Jason sends the phyto to with your plants, USDA will still give the Hawaii DOA the right to inspect. But since this is a Myrtaceae and is flagged as a source of concern re: Rapid Ohia Death, they would probably reject your order and have it destroyed or sent back.
Not to say I wouldn't mind having a variegated scarlet.

I know you’re joking but this got me thinking about what is widespread in China but not here yet.
Looking at lychee a quick search reveals some frightening prospects: Longan Lychee Witches Broom and Lychee Downy Blight get my vote for worse than LEM.

I hate to rain on anyone's parade, but people in SoCal should really not be buying these Lychee plants. We don't have the Lychee Erinose Mite here. It is in Florida and Hawaii but not here. The Lychee plants don't have Phyto certs. They can easily have Erinose mite's on them. You don't want to be the person that introduces this nasty pest to California just because you wanted a cheap plant. Or a variety that you couldn't get locally. There is a reason that plants coming from overseas are supposed to be inspected or quarantined or destroyed. I would say it is not very responsible or worse to buy Lychee plants from this person and bring them into California.
I'll get off my soapbox now.

I don't think you understand. Theses aren't getting inspected by agricultural inspectors. That is why people should by from this seller unless they don't mind bringing new pests into their yard and state and country.
