four months later, the situation is the same. Same leaves and no roots. This is very odd.

Nice espelier! Do you have more information on your tree? How old is it? Was it ground directly from seed, graft, air layer? Did it bloom a couple years ago before he started training it as an espalier?Grafted. It's the second season on the ground, I guess it has about four years.
I have not heard that espalier fruit trees won't produce fruit.
Many of the Australian Syzygium species are shaped as hedges or standards. Also they are often kept as permanent large container plants. As rainforest plants they are adapted to sit and wait for a canopy opening to take off. How much are you fertilising them. If you don't want them to rapidly out grow the pots, maybe hold back on the fert.
just leave it alone and let it grow. That tree is going to be way to big for its area but you can let it go for now.the idea is to keep it within 8-9 ft, but my concern is that as these two limbs are noticeable bigger now, sap will flow mostly on their side, leaving the tree unbalanced forever.
