Non-expert take:
In SoCal citrus and avocado are hanging on the trees. We get such little rainfall that it seems like a light spread of fertilizer can't hurt and it gets well distributed. If we get no more rain it will sit in the soil until the roots find it eventually. My big Manila rootstock grafting project has only recently been getting proper amounts of water after the back yard redo. Also planted a small Sweet Tart which needs a kick in the pants to get going along with two 4' papayas.
