Ok, so i have a bunch of questions about this whole permit business that i want cleared up, and i'm sure these are questions some other poor souls have been wondering also (why can't the USDA make this stuff clear, huh?). I can't really find these questions anywhere, and the only other way to get answers seems to be to call the USDA ("umm, hi. I'm a teenage kid that wants to import some plant matter into the U.S., grow it out, and propagate it, but i have no clue what i'm doing. Can you help?" Like that's gonna go anywhere.). So here i go:
About getting a permit, is there an age requirement? I have sort of assumed that you would have to be 18 (which i'm not) to get one. Can minors have an import permit?
After sending in the application, is there an interview that has to be done?
for small lots of seed, must i specify all the types i wish to import?
For plant material, how can i add another species? do i have to resubmit the permit? will there be another interview?
Once i get the permit, what do i do with it? HOW THE HECK DO I USE IT?!?!?!?!?!?!? do i send a copy to the shipper? Do i keep a copy on my person if i the germplasm is on my person? Does it work the same for small lots of seed and plant material?
will i still need a phyto?
When importing, must i send the material to a facility for some sort of screening? does this cost money? if so, how much?
If the material is on my person, and i'm at the airport, who should i ask to deal with? will customs know what they are doing? are there certain airports that it is better to enter via? Will i still have to send the material to some sort of facility?
I keep hearing stuff about "yellow and green tags." I can't find any information. Help please?
Ok, so thanks for sticking with me on this. I know it's a lot of questions, but i swear that the USDA makes this whole process obscure and difficult for the beginner on purpose. However, i want to have the ability to import plant matter, hopefully without a phyto, to be able to increase the diversity of what we have available here in the US. And also i wan't to grow cool stuff that no one else has.
