The state of Florida last year or the year before started Resiliency Florida Grant program (
https://floridadep.gov/Resilient-Florida-Program/Grants) and put over $600 million seed money to fund cities and municipalities to take on Flood Resiliency Initiatives (including vulnerability assessment and implementation projects).
The 4 County areas, Monroe, Miami Dame, Broward and Palm beach are also part of what is called the Southeast Florida Regional Climate Compact (
https://southeastfloridaclimatecompact.org/) and have plans (Regional Climate Action Plan - they recently published version 3) and programs to address effects of Climate Change in the region and have made significant investments as well.
Finally, following recent Hurricanes, the US Army Corps of Engineers initiated and are finishing a South Atlantic Coastal Study (SACS) and a series of Back Bay and Coastal Storm Risk Management (CSRM) projects including a couple in Miami Dade County.
All I am saying is there is a lot or coordinated action and funding to address this issue and that is happening right now. There is a whole lot going on and the State of Florida has stepped up in a major way in the last couple of years.
