My Julie tree is doing the same! I was confused because I’m a complete newb with growing my own mango trees.
Please excuse the leaves of this tree. It had what looks like chemical burn from the nursery I bought it from.

M4 had them popping out in a few directions on each tip.  It's just new leaves.

Nam Doc mai #4 is pushing lots of new leaves here in Golden gate. It's small still only in the ground a little less than a year. Had small fruit when I bought it but I plucked em off. This is its second flush since I had it. It's really slow growing.
