Adding Topsoil and Nitrified Redwood in Dormancy

I’ve installed some fruit trees on this hillside but the soil is low quality and it also leaves a lot of root exposed. I’m planning to put in a small stone / log retaining wall and then build the wall up to be more level, and cut back the Rosemary and such. I plan to add about 2 tons of soil there and around the rest of my orchard.

Will adding nitrified redwood and topsoil bring the plum, mulberry and Pluot out of dormancy? I have read that nutrition in fall is very important for establishing the tree and it will use that energy for root building. I of course want them to sleep til spring as it does frost here.

Should I go ahead and do it now or wait till Spring?
